Three Institutes and One Lab Holding “Discipline Construction and Development Symposium”

On Dec 27, 2009, “Discipline Construction and Development Symposium” of College of Resources Science and Technology of Beijing Normal University, Academy of Disaster Reduction and Emergency Management under Ministry of Civil Affairs and Ministry of Education, College of Global Change and Earth System Science, and State Key Laboratory of Earth Surface Processes and Resource Ecology (“Three Institutes and One Lab”) is held. Leaders from Ministry of Science and Technology, Ministry of Land and Resources and National Disaster Reduction Committee among others, and teachers and students of “Three Institutes and One Lab” gather together to summarize the achievements in the past year and look into the future.
 
In the morning, the plenary meeting of the symposium is presided by Professor Liu Xuemin, Secretary of Party Committee of College of Resources Science and Technology in the conference hall on second floor of Yingdong Conference Hall. In the first section of the conference, the leaders present three topic reports. Deputy Director of Expert Committee of National Disaster Reduction Committee and Director of Academic Committee of Academy of Disaster Reduction and Emergency Management Academician Chen Yong makes a report titled Looking at the New Development of Seismology from Several New Features of Wenchuan Earthquake. It summarizes several new features in Wenchuan Earthquake such as the delay of loss report, high frequency of secondary disasters, thrust fault phenomenon of sea earthquake and the earthquake site in minor displacement area, and indicates that the disaster science can make progress in the fields such as emergency loss prediction. Professor Gan Zangchun, Member of Party Group of Ministry of Land and Resources and Deputy Director of State Earth makes a report titled Several Problems in Contemporary Land Law Establishment. It reviews the development history of land law, analyzes the differences between China and the Western countries, and indicates the difficulties of China’s land law establishment in land acquisition, development rights, and division of administration right between central authorities and local authorities. Vice Minister of Ministry of Science and Technology Liu Yanhua’s report Reflection on Climate Change Problems reviews the negotiation process of the Copenhagen Summit that has just ended and China’s role in it. He indicates that there are defects in China’s climate change model establishment, historical carbon emission research and low carbon technology development, so the research should be enhanced. 
The second section of the conference is Annual Report of “Three Institutes and One Lab”. Professor Shi Peijun, Executive Vice President of Beijing Normal University and Vice President of Academy of Disaster Reduction and Emergency Management makes a report titled 20 Years’ Review and Vision of Disaster Risk Scientific Research. It summarizes that the disaster risk science of Beijing Normal University goes through three stages of foundation, quick and stable development and internationalization development since late 1980s, closely combines strategies of Invigorating China through Science and Education, Sustainable Development and Reinvigorating China through Human Resource Development and makes substantial contribution to the society and country. Professor Li Xiaobing, President of College of Resources Science and Technology makes a report titled Proceed Resolutely in Exploration which summarizes College of Resources Science and Technology’s work in 2009 in talent introduction, discipline construction, talent cultivation, scientific research and awards &d honors among others. Professor Dong Wenjie, Executive Vice President of College of Global Change and Earth System makes a report titled GCESS2009 – Anniversary Review which reviews the college establishment background and its progress in the past year. Deputy Director of State Key Laboratory of Earth Surface Processes and Resource Ecology Chen Shi reports the lab’s work in 2009, summarizes the team construction, research achievements, experiment condition ,communication & cooperation and briefly introduces the preparation for State Key Laboratory Assessment in March 2010.
At last, the attendees and leaders present the “7th Beijing Teacher Resource Award” to the teachers and “Academician Award”, “Pu’er First-class Scholarship” and “Advance Unit Award” to the students and teachers.
 
In the afternoon, “Three Institutes and One Lab” separately holds group discussion. In ESPRE, three discussion groups, namely surface system model and simulation research group and resource ecological research group; The Integrated Risk Management research group; The Earth Surface Processes research group have a deep and fruitful discussion.
 
In the conference, Three Institutes and One Lab and each research group summarize their work in 2009, which clarifies the development direction of the future discipline construction and student management.
